Yes, Steel Cable exists in the Mines area of Manufacturing West and in subsequent portal worlds, but Train World is the most concentrated source by far — it is like comparing a fire hose to a dripping faucet. Access Train World from the Manufacturing Sector, which connects via the tram station once you have it unlocked. Because the portal resets, you can run this on cooldown and stockpile Steel Cable for days. Plan your route before you start: target Steel Cable first, deposit your haul before side-looting for office supplies, otherwise you will fill your inventory with Staplers and Desk Phones and have to leave the Cable behind due to weight.
